In fact, HR is responsible for managing every aspect of human capital in Head Start and Early Head Start programs, from recruiting qualified workers to evaluating their performance. HR provides talent management, administrative services, training, coaching, legal advice, and resources to promote employee satisfaction and well-being. It empowers employees by ensuring they have the credentials and competencies they need in their current jobs and the ability to advance their careers. HR also plays a powerful role in building a positive organizational culture by transmitting the program's mission, vision, and values to employees.
