National Center on Program Management and Fiscal Operations (NCPMFO)

NCPMFO is awarded to the University of Massachusetts Donahue Institute in collaboration with Family Health International 360, University of California Los Angeles, and Zero to Three. 

NCPMFO supports the dissemination of clear, consistent messages on Office of Head Start (OHS) priorities for the development and implementation of sound management systems and strong internal controls. The Center's work includes, but is not limited to, topics such as:

  • Risk management
  • Governance
  • Data collection and analysis
  • Budgeting
  • Management of multiple funding sources

The Center also helps organizations to implement and enhance the infrastructure necessary to support a well-managed system of early care and education (ECE). NCPMFO's activities and products support continuous quality improvement in program leadership. This includes the creation of materials, webinars or webcasts, and training modules on program governance, management, and fiscal operations that address governing body roles and functions. TTA is evidence-based and is delivered to regional TTA providers, Head Start and Early Head Start agencies, and other ECE settings across regions, tribes, and territories.

NCPMFO is part of a comprehensive OHS TTA System that includes the National Centers, the Regional TTA network, and grant recipient funding. NCPMFO is part of a network of four National Centers including the National Center on Parent, Family and Community Engagement, the National Center on Early Childhood Development, Teaching, and Learning, and the National Center on Health, Behavioral Health, and Safety. Together, the system supports Head Start and Early Head Start programs as they provide high-quality comprehensive services to pregnant women, children, and families and support the school readiness of young children who live in poverty.
